Town of Gananoque East End Pumping Station Upgrades
Municipal Class Environmental Assessment (EA) Addendum

The Town of Gananoque has completed an Addendum to the Municipal Class Environmental Assessment (EA) which was first completed in 2020 to assess the most suitable solution for the East End Pumping Station (EEPS) to meet current and future servicing needs. During conceptual design of the EEPS it was determined that the existing infrastructure could not be feasibly expanded within the existing disturbed footprint. Subsequently, adjacent land was gifted to the Town for the purposes of infrastructure expansion. Because of these new circumstances, an EA Addendum has been completed to assess natural heritage and archaeological impacts related to this newly acquired land that were not addressed in the original EA. The Addendum was undertaken in accordance with the planning and design process for Municipal Class EA Schedule ‘B’ projects.

The EA Addendum is now complete. Proposed changes to the 2020 Schedule ‘B’ Class EA include new recommended future capacity based on new growth and flow data, new site boundaries and additional mitigation measures identified to protect the natural environment. Stage 1 and Stage 2 archaeological assessments were completed for due diligence, and concluded that no archeological impacts are anticipated.

The Addendum is available for public, government agency and Indigenous Community review in accordance with the requirements of the Municipal Class Environmental Assessment. Subject to comments received following this Notice, the Township intends to proceed with the design and construction of this project in the fall of 2024. The estimated cost is $6.9M. The documents can be accessed at the Municipality’s website https://www.gananoque.ca/ . Please note that only the changes proposed in the Addendum are open for review.

In addition, a request to the Minister of the Environment, Conservation and Parks for an order imposing additional conditions or requiring an individual environmental assessment may be made on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests should include your full name and contact information. Requests should specify what kind of order is being requested (additional conditions or an individual environmental assessment), explain how an order may prevent, mitigate or remedy potential adverse impacts, and can include any supporting information. If there is no request received by September 23th, 2024, the Schedule B Class EA Addendum is deemed complete and valid for a 10-year period. The Municipality could then proceed with implementing the preferred alternative anytime within this 10-year window, as presented in the planning documentation.
