- Council voted to uphold the provisions of the Development Charges By-law in response to a request for Development Charges refund by Birch Street Retirement Living Development Ltd. Council subsequentially directed Staff to negotiate with the Birch Street Retirement Living Development Ltd., to compensate the developer for ditching and grading the Town’s portion of Maple Street and Elm Street.
- A By-law to amend the Mobile Canteen By-law – Monthly Mobile Canteen Licence was passed to remove in its entirety “Subsection “6.10.5.1. A Type ‘A’ Monthly Mobile Canteen Licence is permitted on April 1 to October 31 for the year of 2023 and 2024 only” and replace with the following: “Subsection 6.10.5.1. A Type ‘A’ Monthly Mobile Canteen Licence is permitted on April 1 to October 31”.
- Council passed a By-law authorizing the Mayor and the Clerk to sign an agreement with Circular Materials Ontario (CMO), for their financial support of the promotion and education materials communications for blue box materials, to assist residents as the Town transitions on April 1st to the Producer Collection of Recyclables.
- Council received the Drinking Water Quality Management System (DWQMS) Operational Plan Endorsement report for information.
- The Emergency Management Program and Emergency Response Plan Review was received for information.
- By-law No. 2022-124, a By-law to appoint Council Members to Committees of Council, Advisory Panels and other Boards and Bodies, was amended to remove in its entirety section 1.1.6. “Leeds, Grenville and Lanark District Health Unit”, and replace with section 1.1.6. “South East Health Unit Board of Health”, and; that Councillor Anne-Marie Koiner be appointed to the South East Health Unit Board of Health for a two (2) year term.
- A By-law was passed to authorize the submission of an application to Infrastructure Ontario (IO) for financing capital works at the Municipal Marina and to authorize long-term borrowing in the amount of one million, three hundred thousand ($1,300,000), for such work through the issuance of debentures from IO.
- Council approved pre-budget spending in the amount of $539,450 plus HST, to complete the removal/repairs for the 700 series docks at the Gananoque Municipal Marina. Council also passed a By-law authorizing the Mayor and Clerk to sign agreements with Kehoe Marine Construction, to remove and construct the 700 series docks at the Gananoque Municipal Marina, and with LaSalle Electrical Contracting Inc., for the replacement of all electrical components for the 700 series dock and reinstall the electrical to the main floating dock.
- Council received the Emergency Purchase Procurement Disclosure – Emergency Services Building – HVAC Replacement, for information.
- Mayor Beddows brought forth a letter to the Provincial Government regarding Health Care in Gananoque. Council authorized Mayor Beddows to send a letter to Premier Ford, Minister of Health Sylvia Jones, and to the Leader of the Opposition Marit Stiles on the subject of provision of Health Care Services, and to be circulated to the Municipalities of Ontario, requesting circulation and endorsement within the Municipalities.
- Council authorized Mayor Beddows to send a letter on behalf of Council, congratulating the Gananoque Arts Network on their success with Culture Days.
- Members of Council provided their Committee updates and listed priorities to focus on during the 2nd half of the Council Term, including:
- Continue to be fiscally responsible
- Finish projects that have been started (East End Pumping Station, King Street Pedestrian Bridge)
- Economic Development (Create more partnerships)
- Programming for Youth
- Doctors and Daycare
- Focus on the Asset Management Plan
- Manage expectations and continue to be transparent
- Create new Strategic Plan (expires in 2025).
- Following a Closed Session Meeting to discuss one (1) item under Labour Relations or Employee Negotiations, Council approved the included wages in the draft 2025 Water / Wastewater Operational Budget to fund a temporary licenced Utilities Operator for a six (6) month period to cover a medical leave of absence.
