- Pam Hudson, Rotary Club of Gananoque, Debra Donaldson, Gananoque Lions Club and Melissa Kramer appeared before Council to request that the Town consider supporting the development of a Multi-Stage Plan to create a community-inspired intergeneration adventure area with playground. This was a follow on to the December 2023 letter from the Service Clubs expressing support for this initiative. Council considered a recommendation to authorize the Mayor to forward a Letter of Support to the Rotary Club and Lions Club of Gananoque for submission with its Trillium Grow Grant Application. The motion was defeated after conversation regarding the cost and financial contribution of the clubs toward the project.
- Joanne van Dreumel, Executive Director and Zane Smith, Collections Manager, 1000 Islands History Museum appeared before Council and presented A Year-In-Review and Funding Proposals. Following the presentation, Council passed the following motions:
- Approved several acquisitions to be added to the Town’s Civic Collection,
- Received the 1000 Islands History Museum Development Plan, entitled “Strategic Direction for the Civic Collection 2025-2029”,
- An amending By-law was passed to add subsection “13.5 Objects of Indigenous Origin” to the Artefact Collections Management Policy,
- Council referred the 1000 Islands History Museum Artefact Oversight 2025 Funding Proposal in the amount of $21,400, and the 1000 Islands History Museum 2025 Operations and Programing Budget Proposal in the amount of $60,600 to the 2025 Budget Deliberation Process.
- John Morrison, Treasurer and William Thiessen, Asset Management Coordinator, appeared before Council and presented a PowerPoint presentation entitled “2024 Asset Management Plan”, and subsequently passed a By-law to adopt the 2024 Asset Management Plan.
- Mayor Beddows proclaimed October 20th to 26th, 2024, to be recognized as “Local
- Government Week”, in the Town of Gananoque.
- A By-law was passed, authorizing the Mayor and Clerk to sign an agreement with J.L. Richards & Associates Ltd., for the procurement of a Stormwater Management Master Plan, to an upset limit of $96,722.88 (Inclusive of Town share of HST).
- Council directed Staff to remove and re-install the existing Visitors Centre Umbrella structure on a new steel beam structure spanning the canal, and further approves a budget deviation in the amount of $96,200 + HST, to be drawn from Capital Reserves.
- A By-law was passed to authorize the Mayor and Clerk to sign an agreement with Britespan Building Systems of Ontario Inc. for the procurement and installation of a 41’l8 X 60’ Britespan Atlas Series Coverall Structure, to be located at the Public Works yard, to an upset limit of $200,260.63 (Inclusive of HST), and; approved a budget deviation of $110,918.40 (Inclusive of HST) for the procurement of a concrete pad for the base of the Coverall Structure.
- A By-law was passed to authorize the Mayor and Clerk to sign an agreement with Brandt Tractor Ltd., for the procurement of a John Deere 624p Wheel Loader, to an upset limit of $370,918.40 (Inclusive of HST).
- A By-law was passed to authorize the Mayor and Clerk to sign an agreement with Towards Sustainable Infrastructure (TSI) Group Inc. for the Procurement of Services for the Biennial OSIM Inspections throughout the Town of Gananoque, to an upset limit of $3,500.54 (Inclusive of HST).
- A motion directing Staff to engage with Jewell Engineering Inc., to perform further investigations on the Rail to Trail Bridge, to an upset limit of $4,000 (plus HST), and report back to Council at a later date, to provide the results of the investigations for Council consideration on how to proceed with the repairs of the Rail to Trail Bridge.
- Council approved a two (2) Year Extension Agreement (2025-2026) with Frontenac
- Municipal Law Enforcement (FMLE) for By-Law Enforcement Services within the Town.
- In order to meet the 2025 Rural Ontario Municipal Association (ROMA) 2025 Annual
- Conference early bird registration deadline of October 31, 2024, Council pre-approved an upset limit amount of $3,200.00, to be drawn from the 2025 Council Conference budget in order to allow Mayor Beddows and Councillor Koiner to submit their registration.
- A Motion authorizing the Mayor to forward a letter of support to GreenReach Farms to support its application for funding through the Ministry of Agriculture to expand its operations and enhance AgriTech capabilities, was passed.
- Due to time constraints, the following items were postponed to next regular scheduled Council meeting of Tuesday, November 5, 2024.

- Motions (Council Direction to Staff) - Trees & Trails Advisory Panel – Request to Investigate Various Items – Mayor Beddows
