Kimberley Marshall, RN, South East Health Unit (formerly Leeds, Grenville and Lanark) appeared before Council and presented a PowerPoint presentation titled, “Alcohol Use in Leeds, Grenville & Lanark (LGL)” and requested that Council strengthen the Town’s Municipal Alcohol Policy. Council subsequently passed a motion directing staff to work with the Health Unit to review the Municipal Alcohol Policy and bring back a report.

Lori Huber, Auditor, KPMG, appeared before Council and presented the Town’s 2023 Consolidated Financial Statement - Year Ending December 31, 2023, and the Audit Findings Report. Council passed a motion to receive the Consolidated Financial Statement and Audit Findings Report for information.

Jeff Johnston, Manager of Parks and Recreation and Lori Higgs, Marina / Recreation Coordinator, appeared before Council and presented a PowerPoint presentation entitled, “Gananoque Municipal Marina 2024 Season Summary”. Council passed an amending By-law to the General Fees and Rates, Marina Services, Schedule ‘K’ to increase the 2025 Resident Seasonal Slip Holder rates by 8%, Non-Resident Seasonal Slip Holder rates by 10%, Transient Slip Holder rates by 12%, and; Seasonal Parking Rates to $300.

Mayor Beddows announced the passing of Sue Smith, retired-Manager of Recreation. Sue was a long serving employee with the Town and will be deeply missed by all. Our condolences go out to Sue’s family and friends.

Council passed a By-law authorizing the Mayor and the Clerk to sign an agreement with the Historic 1000 Islands Village Foundation, operating as the 1000 Islands History Museum, for a five (5) year term with a 2.8% increase per
year, from the 2025 budget amount of $21,400 for the years 2026 to 2029.

Council passed a Short-Term Borrowing By-law.

Council passed the 2025 Interim Tax Levy By-law. The interim tax levy shall become due and payable in two (2) installments on March 31st and May 30th, 2025.

On behalf of Council, the Mayor congratulated Gretchen Huntley, Gananoque Poet Laureate, on receipt of the King Charles III Coronation Medal.

Council observed the passing of retired Manager of Recreation, Sue Smith. The flags were lowered on Thursday, January 9 and raised on January 10 in Sue’s memory.
